A woman in her early 20s was killed early Friday in a hit-and-run crash at a Hollywood intersection just hours before a member of the Los Angeles City Council is scheduled to introduce a motion for a standing reward for information in such cases.

The crash occurred in the 6700 block of Santa Monica Boulevard, just east of Highland Avenue. Santa Monica Boulevard remains closed for the crash investigation.

Details regrading the victim's identity were not immediately available. Investigators are looking for an early model white Toyota or a light blue Ford Thunderbird.

Detailed vehicle descriptions were not available.

The fatal crash comes on the same day Los Angeles City Councilman Joe Buscaino introduced a motion for a standing $50,000 reward for information leading to the arrest and conviction of drivers in deadly hit-and-run crashes. Buscaino's proposal now goes to a committee hearing.

"The driver damn-well knew he hit that person," Buscaino said. "That's a cowardly act. We're trying to change that culture."

An analysis by the Los Angeles Police Commission found there have been around 20,000 hit-and-run crashes in Los Angeles over the past five years.
